If a student does not maintain satisfactory progress, they will lose the award and not be allowed to get it back. That being said, the budget for the bill includes $8 million to help students gain access to educational resources like e-books.

Skoufis said the final Excelsior Scholarship does not cover the full tuition at SUNY and CUNY.

SUNY is composed of some 64 college and university campuses located throughout NY state and has an in-state tuition of $6,470 per year. The way to apply is the same way you do for financial aid. This doesn't include students who already have Pell Grants or New York Tuition Assistance grants.

The cost of tuition in New York's state schools ranges from $4,350 at community colleges to $6,470 at four-year schools, which will be fully covered under the new plan. They will impose the price hike to students whose parents earn more than the stated tuition threshold.

UB has not yet released any official statement regarding free tuition. "In New York State, every child will have the opportunity that education provides".

His office has estimated the scholarship will cost $163 million in the first year, but some lawmakers say that's lowballing it.

SUNY and CUNY will not be expected to pick up any of the cost for at least the first four years. The restrictions would also give the colleges some control. A SUNY spokeswoman said the school does not expect to see any revenue losses under the Excelsior Scholarship because of that protection. Bernie Sanders and Hillary Clinton promised voters that, if elected, they would come up with a plan to make college more affordable.
