The Trump administration has said there should be no talks until North Korea takes steps toward getting rid of its nuclear arsenal.

Uruguay's U.N. Ambassador Elbio Rosselli, the current council president, said it was the 11th this year "which basically means a quantum leap and determined effort to acquire aggressive capabilities, and that is of major concern".

Nearly a month ago, Washington began discussions with China on strengthening United Nations sanctions.

The North has made no secret of its plans to develop a missile capable of striking the United States and has ignored calls to halt its weapons programs, even from China. North Korea's media said more missiles will be launched in the future.

"Pyongyang did something similar when President [Barack] Obama was inaugurated", said O'Hanlon, in reference to the North Korean nuclear test in the spring of 2009.

The Security Council first imposed sanctions on Pyongyang in 2006 and ratcheted up the measures in response to five nuclear tests and two long-range missile launches.

"This is all about North Korean missiles and the threat that North Korean missiles pose to the Republic of Korea, and it's for the defense of the Republic of Korea and nothing else", Brooks said.

The Security Council adopted two sanctions resolutions a year ago to ramp up pressure on Pyongyang and deny leader Kim the hard currency needed to fund his military programs. With Moon reportedly asking Kim to convey a request for the pontiff's help in achieving inter-Korean dialogue and relaxing tensions on the peninsula, the next question is whether Pope Francis will play an active role.

"We don't see why dialogue can not take place in the current situation now", Liu insisted. "It takes political will".

The United States has also called on all states to sever or downgrade diplomatic and commercial relations with North Korea.

A group of 64 Democrats concerned with breakout of war with the nuclear power said in a letter Tuesday that any preemptive attack should be approved by US Congress ahead of being operationalized, The New York Times reported.
