Authorities in Britain have become increasingly angered by USA leaks from the investigation, including the bomber's name on Tuesday and the photos of bloodstained fragments from the bomb on Wednesday.

The top police official in Manchester, Chief Constable Ian Hopkins, told reporters Wednesday, "It's very clear that this is a network that we are investigating", and that Abedi did not act alone. "It seems likely, possible, that he wasn't doing this on his own so the intelligence services and the police are pursuing their leads in order to make sure they get all the information. that they need to keep us safe", Rudd told BBC radio.

The terror threat level in the United Kingdom was yesterday raised to its highest level, critical, with Prime Minister Theresa May saying a further attack was likely and possibly imminent. Under normal circumstances, he said, Abedi may have been able to travel to the United States because he was from Britain, a visa-waiver country, but he would have been subjected to a background check via the USA government's Electronic System for Travel Authorization, or ESTA.

Abedi's father told Reuters he spoke to his son five days ago, and "everything was normal". ISIS issued a claim of responsibility Tuesday, but the level of the terrorist group's involvement isn't known. He said officers knocked on his door and "asked me if I had seen the lady next door", so he thinks they were looking for a woman. "There's extensive investigations going on and activity taking place across Greater Manchester, as we speak". He spent 25 years in Britain before returning to Libya after Gadhafi was ousted and killed in the country's 2011 civil war.

Britain's top anti-terrorism officer Mark Rowley said events would only go ahead when it was safe to do so and the decision to raise the threat level had been made on a "precautionary basis" due to gaps in police knowledge while the investigation continues.

There was no official confirmation of the report from British authorities. "The U.S. have adopted a "zero risk" approach meaning that the U.S. services have a much shorter trigger when it comes to stop an ongoing operation". The U.K. Independence Party, whose manifesto launch was delayed amid the suspension, will unveil its program on Thursday.

This was highlighted in the 2006 trans-Atlantic liquid bomb plot.

Officials are examining Abedi's trips to Libya and Syria as they piece together his allegiances and try to foil any new potential threats.

A spokesman for the local counter-terrorism force said his brother Hashem Abedi was arrested on suspicion of links with Islamic State and was suspected of planning to carry out an attack in the Libyan capital. "This is not us", the senior Abedi said.

However, British journalists were also given information. Customs and Border Protection has access to a broad array of air travel information through the US government's National Targeting Center.
