Kansas lawmakers delay debates on tax hikes, school funding

Democrats have taken the assessment to heart; GOP lawmakers disagree.

The Senate's version of the bill would keep those tests and would require the State Board of Education to make sure that students in eighth through 12th grade have a sufficient understanding of USA history and civics.

Senate Republicans will begin working on a draft of health care language over next week's Memorial Day recess as the next step in their effort to dismantle the Affordable Care Act.

Congressional estimates show that the tax cuts in the House Republicans' health care package have shrunk by $69 billion. Reynolds is head of the House Democratic Caucus and Bouie is head of the Black Caucus.

The Wyoming Republican declined to reveal any specifics, saying that he wants to encourage collaboration.

Further pushing the fight over bathrooms into the final days of the legislative session, the Senate - as expected - officially rejected the House's proposed compromise on Thursday.

But Sen. Mike Rounds (R-SD) cautioned that even with some text being drafted, Senate Republicans still had a lot of work to do.

The House was debating a plan for phasing in a $280 million increase in aid to public schools over two years in response to a Kansas Supreme Court ruling in March that the state's education funding is inadequate. A full repeal of the 2012 tax cuts would potentially generate about $1.4 billion over two years.

State budget deadlines are nearing, however. The House Republicans - primarily through their control of the House committee that oversees tax policy - have thwarted attempts to replace that sales tax revenue that will be lost when the sales tax lowers.

Freshman Republican Rep. Trevor Jacobs of Fort Scott offered the proposal Wednesday as an amendment to an education funding bill.

Rep. Steven Crum, D-Haysville, and Rep. Clay Aurand, R-Belleville, also voted for the House bill.

"There were just some good points made", he said.

The Texas Senate, hoping to resurrect its versions of bathroom and property tax proposals dear to Lt. Gov. Those categories would evaluate how students perform on the State of Texas Assessments of Academic Readiness, how schools and districts improve on the STAAR compared to similar campuses statewide, how schools and districts evaluate themselves on performance, and how schools and districts close academic gaps among racial and socioeconomic groups and students who are English and non-English speakers.

The move doesn't come without some political risk.

The session ends at midnight Monday, although GOP leaders could call lawmakers back for a special session if they don't pass everything they've been asked to approve. I think it's discriminatory. "The hardest one is that everyone wants everything for the lowest cost possible and there is no way you can give everybody everything they want on health care".

The Senate also called for taking money out of Democrats' districts that teacher assistants use to help get teaching licenses and shifted the funding to Republicans' districts.

"I can see clearly where we are headed now. I believe this nearly assures a special session".

"Absolutely as a parent, that's one of my chief concerns, that one of my kids is away from me for 7 and a half or 8 hours a day that she is safe", said LeBeauf.
