Lawmakers have struggled since the session began in January with development of tax bills that raised approximately $1 billion in two years through elevation of individual income tax rates, addition of a higher upper-income tax bracket and elimination of an income tax exemption for owners of 330,000 businesses since 2012.

But Senate Republicans are hoping the ongoing effort to write their own bill will calm any concerns they might hear from voters next week.

The House passed a school finance bill that would ramp up school spending by $180 million next year, and $278 million the year after. It also said the legislation would make coverage more costly, even unaffordable, for many people with costly medical problems.

"Under these programs these students with special needs would receive less funding because their value under the state average would be calculated based off the state average and not on the student needs", Huberty explained.

The Senate on Thursday approved changes the House made to bill originally approved by the Senate. House Republicans have signaled for months that their proposed tax breaks won't be as substantial as the Senate, whose tax changes would eat up more than $1 billion in revenue through mid-2019.
