"I can imagine that some do it deliberately, staging a chain of attacks in such a way as to cast Russian Federation as the origin of such an attack", Putin said.

"Modern technology allows this", he said, adding that "hackers can come from anywhere, from anywhere in the world".

Likening hackers to free-spirited artists acting according to their moods, he said cyber attacks could be made to look like they had come from Russian Federation when they had not. "The hackers are the same".

"If they are patriotically minded, they start making their contributions which are right, from their point of view - to the fight against those who say bad things about Russia", Putin said, according to the New York Times.

"No hackers can have a radical impact on an election campaign in another country", adding that "no information can be imprinted in voters' minds, in the minds of a nation, and influence the final outcome and the final result".

Putin said that after the collapse of the Soviet Union, American and European politicians assured Moscow that the alliance would not expand.

Mr Putin did not react to Mr Macron's comments about the Russian media, but he bristled when a journalist suggested Moscow's hand was behind cyber attacks on the Macron campaign.
